Hengyang City
is located 200 kilometers south from Changsha, the capital of Hunan Province, and has its population of more than seven million. It has one of the main public-transportations and industry, and is prosperous in agriculture. A Buddhist sect, Tendai sect is practiced and Mt. Nanyuehengshan is famous as their holly mountain. Underground natural resources are abundant.

Six Delegates from Hengyang City, Hunan, China, the friend city to Ritto,
visited Ritto and stayed in Japan forseven days from November 13 to 19.
This was the third acceptance since RIFA was founded.

Reception Party
At 6:00 on the second day of their visit, November 14, six delegates arrived
at Uoshinro, a Japanese style of restaurant, and were welcomed with the
applause of about 40 participants of the party organized by RIFA's Cultural
Project Committee and Exchange Project Committee. A traditional lion dance
was performed to express a warm welcome for the delegation first, Ritto
Mayor Shoichi Kunimatsu extended welcome greeting, and RIFA's chairperson
Teruhiko Hayashi followed. After that the leader Zhang Yulin greeted, and
the party was started merrily with a toast proposed by the vice chairperson
of Ritto City council Hitoshi Kawasaki.

An anecdote on Mr. Zhang Yulin, the leader of the delegation
In the beginning of this year, good news made headlines around Hunan Province. On the way of a business trip to do investigations, a Hengyang public servant saw a middle-aged man and a woman bloodily fighting over a pork-cutting blade. One hundred people were watching the scene, but no one was brave to stop them. The Hengyang public servant shouted, "You can't do that. Drop the brade," got off the car, dashed into them, and snatched up the blade. The person of courage was Mr. Zhang Yulin. Hengyang City awarded him with the first grade of prize.
