Ritto International Friendship Association provides the consulting window
as one of our businesses to support the foreign residents, and is asking
Takashi Matsui San, representative of "Japan-Brazil Yuai Net",
to serve as interpreter and translator of Portuguese.
Matsui San , having an experience of the consulting window of another city is kindly requested to contribute his impression through daily consulting.
I am Takashi Matsui and have been serving Portuguese interpreter and translator
on the consulting window in the afternoon of every Wednesday from this
April. I would appreciate your favor.

<<Essential jobs to think about society>>
You may not have a clear image for the consulting window, and many of
you may feel that this job would be very plain. But, I believe that my
job is one of essential RIFA businesses. Through the window, I have been
impressed many times about to where our society is now going forward.

<< Many tax related consultation>>
The tax related is one of many consulting items of the window. Majority
of visitors to the window have South American nationality. Thereby many
of them do not know a income tax reduction and/or income tax amount to
be deducted monthly from their salary because of not understanding it's
details. I heard that they were surprised when the inhabitant tax was raised
unexpectedly in this June.

In most cases, South Americans are working at the factories through the
labor dispatch companies. Some of those companies have not paid back the
income tax ,that was returned by the tax office due to year end adjustment,
to themselves.
The social insurances are complete for Japanese people. However, in case of foreign residents, the factories do not join them to the social insurances, e.g. health insurance, welfare pension and unemployment insurance, in most cases , even though they are working more time than Japanese workers.
They are in the socially so weak position that the factories discharge them very easily, if they claims that such matters are unfair. Although they are indispensable labor forces to support the manufacturing industries in Japan(car, electrical, semiconductor, chemical, building materials and etc), they might be the people who have an irrational time in most cases.
The fatherless family in their teens are not unusual among the visitors to the window. I wish from the bottom of heart that the society would be kind to such people too, whenever seeing that they are working desperately bringing up a young child.

In the past, I visited Brazil to see an actualities of children who were living on the street. The child like a schoolchild, living on the blank of park or residential street, were addicted to the drug in the day time. The problem of such society is that the negative chain would take place in a generation from a generation. A income does not increase even if working hardly, no stable jobs are available and they spend a little time and money to educate the child. An educational motivation of child falls in under unstable environment, and their parent does not have enough economical margin for entrance of their child into higher grade school. The social structures, in which people are not rewarded even if trying hard, are formed.
From day to day, I have been feeling keenly that the disparity in Japanese society is not serious comparing to these of oversea countries, but have been widening certainly.
Japanese traditional [ Give and Take] spirit have become less meaningful.
The social insurance and educational equality have crumbled. For instance,
the compulsory education is not applicable for the child with foreign nationality.
I am very sorrowed over such present condition.
RIFA is expected to have more information on the living condition of foreign
residents and to enrich their activities not only for international friendship
but also for globalization. |
